The TV out signals are like the VGA signals directly routed to the connector. The only components on the VGA and TV signals are 150R pull down resistors. The filter circuits on the baseboard have to be done according the chrontel application note http://www.chrontel.com/pdf/an84.pdf except that the 75R pull down resistors have to be replaced by 150R (150R on Module parallel with 150R on Baseboard equals to 75R in total). An example schematic diagram for the components on the baseboards can also be found in chapter 5.13 of the CoM Express Design Guide http://www.comexpress-pnp.org/uploads/media/COMExpressPnP_DG_09.pdf. The Daisy Carrier Board is already equipped with the additional 150R resistors, whereas the Lily Carrier Board is not. If you are using Daisy, there are no additional resistor needed in order to get a correct TV signal.
